This silver medal, designed by the Dutch sculptor Louis Royer, presents a formal allegorical composition typical of nineteenth-century civic commemorative objects. The central figure is a seated female personification, likely representing the city of The Hague, adorned with a mural crown. She holds a palm branch, a traditional symbol of peace or victory, while resting her arm upon a pedestal that bears the coat of arms of The Hague, featuring the iconic stork.
To the left of the figure, a collection of attributes rests on the ground, including a lyre and various tools, which suggest the city's association with the arts and industry. The relief work demonstrates the technical precision required for medallic production, with the drapery of the figure's robes rendered in soft, flowing folds that contrast with the rigid, architectural lines of the pedestal. The Latin inscription, EX. S.C. CIV. HAGANAE, indicates the medal's origin as a decree of the city council.
Louis Royer, born in Mechelen, was a prominent figure in the Dutch art world during the mid-nineteenth century. His work often adhered to the restrained, balanced principles of Neoclassicism, focusing on clear outlines and idealised forms. The medal is signed by both the designer, L. Royer, and the medallist, J.P. Schouberg, who was responsible for the die-cutting process. This collaboration reflects the standard practice for official civic commissions of the period, where the artistic design was translated into a durable metal format for distribution or display. The surface of the silver retains a subtle patina, which helps to define the depth of the relief and the texture of the various symbolic elements included in the scene.
