Riley, a London-born artist who served as a Principal Painter to the Crown, was known for his ability to render the textures of aristocratic attire and the psychological presence of his sitters.
The Viscount is shown in a three-quarter length pose, wearing an elaborate periwig that frames his face. His costume includes a white lace cravat and a heavy, draped cloak of deep orange-red fabric, which provides a strong contrast against the darker, muted tones of the background.
