Produced in 1741, the work is part of a larger series documenting historical figures, often based on earlier paintings. In this instance, Houbraken worked from a portrait by Mary Beale. The composition follows the conventions of eighteenth-century portraiture, placing the subject within an oval frame that rests upon a stone plinth.

Otway is shown in a contemplative posture, with his hand resting near his face, a common visual shorthand for intellectual or creative labour during this period.
