The hotel, designed by Shimizu Kisuke, was a hybrid of Western architectural forms and traditional Japanese construction. Hiroshige III, a student of the famous Hiroshige, documented these changes in the urban environment with a focus on the new, Western-influenced lifestyle of the city residents.

The composition is a triptych, showing a wide, panoramic view of the hotel grounds. The foreground features a manicured garden with winding gravel paths, where figures dressed in a mix of traditional kimono and Western-style clothing stroll. This juxtaposition of attire reflects the social transition occurring in Japan at the time.
